Eligibility/Qualifications
- Must be a citizen of a country eligible for nomination (non-Azerbaijan citizens).
- Applicants must be:
- 35 years old or younger for undergraduate and general medicine programs.
- 40 years old or younger for graduate and medical residency programs.
- 45 years old or younger for doctoral programs.
- Must submit applications through the respective government authorities only.
- Candidates must be in good health.
- Only one application per dual nationality candidate is accepted.

How to Apply
- Submit required documents to your country’s relevant government authority by May 15, 2025, at 6 PM (Baku time).
- Only nominated candidates will proceed to the next stage and apply online via the Study in Azerbaijan portal (portal.edu.az) from June 1 to June 15, 2025.
- Select “Heydar Aliyev – International Education Grant” as your admission channel.
- Choose up to 3 different programs at various Azerbaijani universities.
- Monitor application status through the SIACAS portal.
Required Documents
- Completed nomination form.
- Diplomas and transcripts (GPA minimum 70%).
- Medical certificate with HIV/AIDS and Hepatitis B/C test results.
- Valid passport copy.
- Updated CV or résumé.
- Language proficiency proof in English, Russian, Turkish, or Azerbaijani (depending on the program).
