- Minimum of three years of relevant experience after last degree

- Minimum of five years of relevant experience
- Explanation of action plan required
- Not currently enrolled in other degree programs
- Candidates with disabilities are encouraged to apply
- Must have a three-year gap from previous certificate or scholarship program applications
- Active Rotary members or employees of Rotary entities are ineligible.
